合同履约期限：本项目预算服务期限为1年，日期为2026年1月1日至2026年12月31日。（本次采购工作完成前由临时服务单位继续履行服务，如本次中标人非临时服务单位，在此期间所产生的服务费，待项目采购完成后由中标人按中标价折算支付给临时服务单位相应的服务费用。）        

The Contract Period: The budget service period for this project is 1 year, from January 1, 2026 to December 31, 2026. (Before the completion of this procurement work, the temporary service unit will continue to provide services. If the winning bidder is not a temporary service unit, the service fees incurred during this period will be converted and paid to the temporary service unit by the winning bidder according to the winning bid price after the project procurement is completed.)

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement, and during the evaluation process, small and medium-sized enterprises will not be eligible for price discounts. (2) Welfare units for disabled people and treat them as small and micro enterprises.        

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）须具有民用航空管理部门颁发的有效的《民用无人驾驶航空器运营合格证》；
（5）本项目不允许转包。        

(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (4) Must have a valid Civil Unmanned Aerial Vehicle Operation Certificate issued by the civil aviation management department; (5) This project does not allow subcontracting.        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
