1. This Tender Announcement (Competitive Negotiation) is not a part of the Bidding Documents of Goods for the Project.

2. The tendering authority hereby issues this public tender notice. Bidders meeting the specified requirements may voluntarily participate in the procurement of designated goods and services.

The eligibility requirements are specified as follows:

1.        Equipment suppliers participating in the tender must have proven experience in supplying AIS equipment with voltage levels matching or exceeding the bid product's national standard in the Philippines, evidenced by completed contracts or award notices for similar photovoltaic power station AIS equipment supply and installation within the past three years.

2.        Equipment suppliers participating in the bidding must be on the NGCP shortlist.

3.        Equipment suppliers participating in the bidding shall operate legally and maintain good business conditions (they must provide business licenses, general taxpayer certificates, bank account opening certificates, audited financial reports for the past three years, and screenshots or commitment letters showing no major illegal or dishonest records on the "Credit China" website).

4.        Bidding equipment suppliers must obtain three major certifications: ISO 9001 Quality Management System, ISO 14001 Environmental Management System, and ISO 45001 Occupational Health and Safety Management System.

5. The Bidding Documents will be published on POWERCHINA ELECTRONIC PROCUREMENT PLATFORM (https://bid.powerchina.cn) on 2025/12/19 17:00 (Beijing Time).

6. Bid must be delivered at or before 2026/1/2 17:00 (Beijing Time) accompanied by a Bid Security (a bank guarantee or bank transfer) as appropriate of CNY 20,000.00 Only (Say Twenty Thousand Chinese Yuan Only). Late bid and/or the bid without Bid Security may be rejected. The bids delivered by Email must be encrypted with password.
